Radiation protection centre (RSC) is the regulatory authority for radiation protection, implementing regulatory control of exposure of the public and environment and the practice of using sources of ionizing radiation, except practice with sources in the nuclear energy field; and taking part in the formulation of the state policy in the field of radiation protection, which is entrusted by the Minister of Health of the Republic of Lithuania.

The structure of RSC
Quality Management System
To achieve efficiency and effectiveness in its operations and to perform its functions in a quality manner, the RSC implemented a quality management system compliant with the requirements of LST EN ISO 9001 in 2009. The RSC’s Management System (hereinafter – QMS) is also in line with the International Atomic Energy Agency (hereinafter – IAEA) Safety Standard GSR Part 2 ‘Leadership and Management for Safety” and covers all areas of the RSC. The QMS helps to ensure that performance objectives and targets are systematically and purposefully achieved. In addition to improving the efficiency and quality of the work, the QMS contributes to a positive public perception of the RSC’s activities. The QMS is continuously improved, taking into account legislative and organisational changes, results of external and internal audits, non-compliances, feedback from clients and other stakeholders. To ensure the quality of radiological examinations and tests, the majority of the radiological examinations and tests have been accredited in accordance with the requirements of LST EN ISO/IEC 17025 since 2005.
Accreditation of the RSC to LST EN ISO/IEC 17020:2012
Application submitted to the Lithuanian National Accreditation Bureau (hereinafter – NAB) for accreditation of the RSC for compliance with LST EN ISO/IEC 17020:2012. The desired scope of accreditation is the performance of inspections of legal entities (hereinafter – operators). RSC seeks accreditation as a Type C control body as it meets the independence requirements for control bodies carrying out inspections of their own activities and those of other operators. In December of 2023 NAB experts carried out on-site assessments, participated in inspections of operators’ activities and assessed the compliance of RSC QMS with the requirements of the standard. Accreditation to this standard is essential because the proper application of the requirements of the standard enhances the confidence of the public, operators and public authorities, strengthens the independence, impartiality, objectivity and confidentiality of the radiation protection oversight, and ensures the management of conflicts of interest.
